Canonical configuration

The fixed bundles are core, media, automation, web, chat, site, publishing, federation, and policy-only team. The headless, personal, professional, and team recipes expand to explicit YAML during scaffolding and have no runtime meaning.

Commands exposed by plugins are discovered from the running tool registry.
